Ефективність управління інноваційно-інвестиційним розвитком ресурсного потенціалу підприємства як функціонал економічної безпеки та конкурентоспроможності

Abstract

Вступ. Дослідження присвячено проблематиці багатоцільового управління інноваційно-інвестиційним розвитком ресурсного потенціалу підприємства в контексті економічної захищеності та конкурентоспроможності українських підприємств за умов невизначеності й конфліктності внутрішнього та зовнішнього ринкового середовища. При цьому, динамічний, нетермінований характер сучасного ринкового економічного середовища потребує від менеджменту сучасного підприємства виваженого обґрунтування багатоцільових інноваційно-інвестиційних управлінських рішень стосовно раціонального використання ресурсного потенціалу та його конкурентного розвитку з урахуванням ризикозахищеності на основі економіко-математичного моделювання ключових результативних показників підприємства. Метою дослідження є удосконалення теоретико-прикладних методичних підходів щодо підвищення ефективності управління інноваційно-інвестиційним розвитком ресурсного потенціалу підприємства з позиції економічної захищеності та конкурентоспроможності підприємства на основі теорії багатоцільових управлінських рішень. Методологія. Встановлено, що багатоцільове економіко-математичне моделювання стану виробничо-господарської діяльності підприємства в контексті оцінки рівня забезпеченості гнучкого адаптивного управління інноваційно-інвестиційним розвитком його ресурсного потенціалу з позиції економічної безпеки та конкурентоспроможності повинно ґрунтуватися на основі методології теорії ігор, де вирішення таких задач доцільно зводити до відшукання оптимального рішення за певним чином визначеним одним інтегрованим критерієм. Результати. Запропоновано використовувати інтегральний результативний показник критеріальної оцінки рівня ефективності використання ресурсного потенціалу підприємства при обґрунтуванні управлінських рішень у контексті інноваційно-інвестиційного розвитку з позиції економічної безпеки та конкурентоспроможності, який розраховується на основі ключових показників оцінки ефективності використання ресурсного потенціалу підприємства та показників оцінки ефективності рівня інноваційності виробничо-економічних процесів підприємства з урахуванням аспектів інтенсифікації науково-технічного прогресу. На прикладі виробничо-господарської діяльності залізорудного підприємства розглянуто реалізацію запропонованих методичних рекомендацій оцінки рівня забезпеченості гнучкого адаптивного управління інноваційно-інвестиційним розвитком ресурсного потенціалу підприємства з позиції економічної безпеки та конкурентоспроможності. Узагальнюючи результати проведених досліджень встановлено, що використання показників оцінки ефективності рівня інноваційності виробничо-економічних процесів підприємства з урахуванням аспектів інтенсифікації науково-технічного прогресу дозволяє менеджменту підприємства своєчасно оцінювати потребу та можливості щодо інвестування в інноваційний розвиток ресурсно-виробничого потенціалу з метою забезпечення конкурентоспроможності та ризикозахищеності підприємства.Introduction. The research is devoted to the problem of multipurpose management of innovation and investment development of the enterprise resource potential in the context of economic security and competitiveness of Ukrainian enterprises under conditions of uncertainty and conflict of internal and external market environment. At the same time, the dynamic, unterminated nature of the modern market economic environment requires a reasonable justification of multipurpose innovation and investment managerial decisions from the management of a modern enterprise regarding the rational use of resource potential and its competitive development, taking into account the risk protection based on economic and mathematical modeling of the enterprise performance key indicators. The purpose of the research is to improve the theoretical and applied methodological approaches to increase the efficiency of management of the enterprise resource potential innovation and investment development from the position of economic security and competitiveness of an enterprise on the basis of the multipurpose management decisions theory. Methodology. It has been established that the multipurpose economic and mathematical modeling of the enterprise production and economic activity state of its resource potential in the context of the innovation and investment development adaptive management flexibility level assessment from the position of economic security and competitiveness should be based on the methodology of game theory, where the solution of such problems should be reduced to finding the optimal solution according to a certain way defined by one integrated criterion. Results. It is proposed to apply an integral effective indicator of the enterprise resource potential use efficiency level criterion assessment for the justification of managerial decisions in the context of innovation and investment development from the position of economic security and competitiveness, which is calculated on the basis of the key indicators for assessing the effectiveness of the enterprise resource potential use as well as the indicators for assessing the effectiveness of the enterprise production and economic processes innovation level, taking into account the aspects of scientific and technical progress intensification. On the example of industrial and economic activity of iron ore enterprise it is considered the implementation of the proposed methodological recommendations for assessing the level of flexible adaptive management of the enterprise resource potential innovation and investment development from the position of economic security and competitiveness. Summarizing the results of the research it is established that the applying of indicators to estimate the effectiveness of the level of the enterprise innovation of production and economic processes taking into account the aspects of scientific and technological progress intensification allows the management of an enterprise to assess timely the need and opportunities for investing in the innovative development of resource and production potential in order to ensure competitiveness and risk protection of the enterprise.
