Ризикоорієнтована парадигма збалансування митного простору України в глобальному середовищі

Abstract

У дисертації здійснено комплексне дослідження теоретико-методологічнихзасад і прикладних аспектів формування ризикоорієнтованої парадигми збалансування митного простору України в глобальному середовищі. З’ясовано основні детермінанти формування митного простору та визначено потенціал інтеграційних процесів у його функціонуванні. Розроблено структурно-логічну схему формування ризикоорієнтованої парадигми збалансування митного простору та ідентифіковано й оцінено його ризики. Проаналізовано основні фіскальні та нефіскальні ризики митного простору України. Розроблено заходи протидії ризикам, які негативно впливають на збалансованість митного простору України. Встановлено взаємовплив глобального розвитку та функціонування митного простору країн, оцінено стан асиметричності митного простору України, обґрунтовано стратегічні вектори розвитку. The thesis investigates a complex research of theoretical and methodological principles and applied aspects of development the risk-oriented paradigm of balancing Ukraine customs space in the global environment. It is substantiated the influence of globalization on international cooperation deepening and on development of international economic relations. The most significant trends of global economic development in the last decade are outlined. It is proved the objectivity of absorption the global countries integration. There are presented the interpretation of the essence of the customs space, its functions, hierarchical levels and functional characteristics. The main determinants of the creation of the customs space as a component of the global economic space are identified. There are substantiated the peculiarities of the choice of countries by the model of creation of the customs space with consideration of their foreign economic openness. The potential of integration processes in solving the problems of customs space functioning is determined on the basis of monitoring of regional economic integration processes in world scale. There are found out the main problems of economic integration of countries that block the balance of customs space and that increase uncertainty. The structural-logical scheme of development the risk-oriented paradigm of balancing customs space in the global environment is developed. The asymmetry of the global customs space is established. The risks of customs space in the global environment are identified. There are defined the preconditions of systemic risks emergence for the customs space of Ukraine under the influence of the global environment. There are outlined the institutional support, basic organizational and managerial approaches to evaluation of the risks in customs space. It is estimated the foreign trade preconditions and prospects of Ukraine's integration into the global customs space taking into account the requirements of the Association Agreement between the European Union and Ukraine, documents of the World Trade Organization and the World Customs Organization. It is ground the logistic-service concept and innovation-information technologies in the development of Ukraine's customs space in the global environment scale. There are analyzed main fiscal and non-fiscal risks of the customs space ofUkraine, which are dipped under the influence of global environment challenges, and there are proposed directions of their reduction. There are determined the changes in the tariff protection of the customs space of Ukraine and there are determined the application of non-tariff instruments that took place after the signing the Agreement between European Union and Ukraine. Measures to counteract the risks are developed that are related with smuggling and customs violations; non-fiscal risks that have negative effect on ecology and balance of Ukraine's customs space. There are identified the risks of insecurity the rights of intellectual property objects in Ukraine. There are determined the ьб utual influence of the global sustainable development and functioning of the customs space of the countries that reflect the social, ecological and economic aspects of balanced development, there are defined the structure of connections and dependencies between variables, the factor structure of the investigated sets and there are identified the countries in the global coordinate system [customs space, sustainable development]. The influence of customs space characteristics on attracting countries into international trade and economic growth has been calculated. Ukraine's position in the global customs space is determined, the state of its asymmetry is estimated and the possibilities of balancing are determined. The main institutional changes that minimize its riskiness, that increase its balance (in the context of growing global challenges) are determined. The dominant directions of international cooperation of Ukraine are described. The strategic vectors of development of Ukraine's customs space in the global environment are substantiated.
