Фінансові аспекти об'єднання територіальних громад

Abstract

Обґрунтовано необхідність добровільного об’єднання територіальних громад в контексті реформування місцевого самоврядування в Україні. Проаналізовано зміни до бюджетного законодавства України, внесені в рамках проведення структурних реформ у сфері місцевого самоврядування. Досліджено механізм формування спроможних територіальних громад. Розглянуто фінансові аспекти добровільного об’єднання територіальних громад та з’ясовано переваги їх функціонування. Визначено основні фактори, що перешкоджають добровільному об’єднанню громад. З’ясовано нові можливості вирішення проблем створення та функціонування об’єднаних територіальних громад. Introduction. Local authorities with relevant territory and broad powers, possessing sufficient level of financial resources able to provide socio-economic development of territories and the state in general and a decent standard of living. A voluntary association of local communitiesis an important element in the process of local government reform and decentralization of power in Ukraine. Purpose. Explore the financial aspects-of Territorial Communities in Ukraine, summarize results and identify the existing problems of voluntary associations and local communities to develop recommendations for the further consolidation and effectiveness of local communities. Results. It’s substantiated the necessity of a voluntary association of local communities in the context of local government reform in Ukraine. It was found that in Ukraine in recent years was mainly created conceptual basis of legislative regulation of the process of local government reform, including a voluntary association of local communities. The mechanism of forming capable was explored communities. The first 159 voluntary associations of communities was established in 2015. It was considered financial aspects of voluntary associations and local communities and it was elucidated the benefits of their operation. The main factors that prevent voluntary association of communities was found. It was found out new opportunities for solving problems and creating joint operation of local communities. Conclusion. Starting of a new phase of structural reforms in Ukraine, including the local government has shown positive results in practice. United Communities increased their budget and expanded the scope of their authorities. It is advisable to define legislatively the final dead-line for completion of the voluntary phase of the association. After graduation it’s advisable to complete by the association administrative method.
