Abstract

Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.08 - гроші, фінанси і кредит. - Тернопільський національний економічний університет, Міністерство освіти і науки, молоді та спорту України, Тернопіль, 2012. У дисертаційній роботі проведено комплексне дослідження теоретичних основ фінансового забезпечення розвитку депресивних територій і запропоновано практичні заходи щодо його вдосконалення. Встановлено сутність та значення розвитку депресивних територій в контексті економічної діяльності держави. Розкрито зміст фінансового забезпечення подолання депресивності територій, що базується на врахуванні його складових та виокремленні фінансових ресурсів, спрямованих на забезпечення збалансованого соціально-економічного розвитку депресивних територій. Проаналізовано існуючу практику фінансового забезпечення розвитку депресивних територій. Проведено моніторинг основних джерел фінансових ресурсів на подолання депресивності територій та здійснено оцінку їх впливу на рівень самофінансування цих територій. Виявлено особливості програмно-цільового методу при фінансуванні розвитку депресивних територій. Окреслено основні заходи державного стимулювання розвитку депресивних територій для зміцнення їх фінансової бази та розширення фінансових можливостей. Обґрунтовано доцільність розробки фінансової стратегії подолання депресивності територій, що дає змогу забезпечити ефективне управління фінансовими ресурсами депресивного регіону на довгострокову перспективу відповідно до цілей його соціально-економічного розвитку. Побудовано економіко-математичну модель фінансового забезпечення розвитку депресивних територій з метою прогнозування подальшого розвитку депресивного регіону, можливостей зростання обсягів його фінансування. This thesis is a comprehensive study of theoretical foundations of financial support for the development of depressed areas and there are suggested practical measures for its improvement. The nature and significance of the depressed areas in the context of the economic activity of the state is determined in this thesis. The content of the financial support for overcoming the depression of the areas is clarified, based on consideration of its components and the separation of financial resources to ensure sustainable socio-economic development of depressed areas. The current practice of financial support for the development of depressed areas is analyzed. A monitoring of the main sources of financial support for overcoming the depression of the areas is conducted and their impact on self-financing of these areas is assessed. The main features of program funding method for financing the development of depressed areas are determined. The main activities of the state to stimulate the development of depressed areas to strengthen their financial base and to expand their financial opportunities are outlined. The necessity of development of financial strategy to overcome depression of territories to enable effective allocation of financial resources of depressed region on long range terms accordingly to goals of its socio-economic development is supported in the thesis. The economic-mathematical model of financial development of deprived areas is constructed in order to predict further development of depressed regions and foresee opportunities to increase its funding.
