Аналіз та оцінка негативного впливу бюджетних обмежень на інфраструктурний розвиток регіонів

Abstract

У статті зроблено аналіз та здійснено оцінку негативного впливу бюджетних обмежень на інфраструктурний розвиток регіонів, розкрито суть бюджетних обмежень економіки України. У результаті вивчення підходів до оцінки інфраструктурної забезпеченості сформовано групи показників, що її характеризують. При виробленні механізмів реалізації міжрівневих відносин варто враховувати, що різні владні рівні виконують у відтворювальних процесах різні функції. Регіональний і муніципальний рівні відповідають насамперед за забезпечення переходу до стійкого розвитку відповідних територій (підтримка балансу економічних, соціальних і екологічних цілей і цінностей). На рівні регіону України доцільна концентрація основних функцій із реалізації довгострокового підходу до управління територіальним розвитком через взаємодію економічного зростання з ресурсними обмеженнями по лініях, що дозволить вирішити завдання оцінки повної ефективності конкретних інвестиційних проектів. In this paper there have been carried out the analysis and the assessment of the negative impact of budget constraints on infrastructure development of the region. The essence of budgetary constraints of the economy of Ukraine is considered in the article. As a result of studying of approaches to the evaluation of infrastructure of provision there have been singled out the groups of indicators that characterize it. In developing mechanisms for the implementation of inter-level relations there have been taken into account the different levels of power different functions are performed. Regional and municipal levels correspond primarily to ensure the transition to a sustainable development of the area (support balance economic, social and environmental goals and values ). Regional and municipal levels are primarily responsible for ensuring the transition to sustainable development of the corresponding territories (maintaining a balance between economic, social and environmental goals and values). At the regional level there is a necessity of the concentration of the main functions for the implementation of a long-term approach to the management of territorial development through the interaction of economic growth to resource constraints on the lines that will solve the problem of estimating of the full effectiveness of specific investment projects.
