Державно-приватне партнерство як інструмент фінансового забезпечення розвитку сфери охорони здоров’я

Abstract

Здійснено систематизацію та оцінку існуючих підходів до визначення сутності державно-приватного партнерства. Вказано, що форми державно-приватного партнерства у системі охорони здоров’я є такими ж як і в інших сферах, при цьому наведено особливості їх реалізації. Визначено переваги застосування державно-приватного партнерства у сфері охорони здоров’я для держави, приватних партнерів, медичних працівників, пацієнтів. Розглянуто розподіл напрямків діяльності між державним і приватним бізнесом в межах ДПП у сфері охорони здоров’я. Вказано на стримуючі фактори упровадження державно-приватного партнерства у сучасних умовах. Запропоновано визначення державно-приватного партнерства у сфері охорони здоров’я як інструменту фінансового забезпечення, який застосовується у процесі співробітництва держави і приватного сектора та створює умови для залучення та ефективного використання альтернативних джерел фінансування діяльності установ охорони здоров’я та підвищення якості медичних послуг. Зроблено висновок про необхідність застосування державно-приватного партнерства як умови подальшого розвитку системи охорони здоров’я. The systematization and evaluation of existing approaches to determining the essence of public-private partnerships have been carried out. It was noted that public-private partnership aims to promote the state's socio-economic development and improve the quality of public services by attracting additional resources. The features, scopes and forms of implementation of public-private partnerships are considered. It is indicated that the forms of public-private partnership in the healthcare system are the same as in other areas, while the features of their implementation are given. The principles of application of public-private partnership in the sphere of healthcare are considered. The advantages of public-private healthcare partnerships for the state, private partners, medical workers, and patients are determined. The distribution of activities between public and private businesses in the framework of PPP in the healthcare sector is considered. The restraining factors of introducing public-private partnerships in modern conditions in practice are highlighted. The growth of opportunities for introducing PPP at the local level within decentralization is indicated. An example of the practical application of public-private partnership on the territory of the Ternopil urban community in the development of the project "Creation of the Center for Rehabilitation and Restorative Treatment based on the unfinished construction of the therapeutic building of the municipal non-commercial enterprise "City Communal Hospital # № 3" in Volynska street 40, Ternopil”. The definition of public-private partnership in the healthcare sector is proposed as a financial support tool used in cooperation between the state and the private sector and creating conditions for attracting and effectively using alternative sources of financing for the activities of healthcare institutions and improving the quality of medical services. It is concluded that it is necessary to use the public-private partnership as a condition for further development of the healthcare system and to improve the socially significant benefits in this area.
