Напрями застосування механізму ДПП у сфері вищої освіти у контексті подолання наслідків збройної агресії проти України

Abstract

У статті розглянуто ключові напрями застосування механізму державно-приватного партнерства у системі вищої освіти у контексті подолання наслідків збройної агресії проти нашої держави. Обґрунтовано, що поряд із об'єктивними причинами, проблеми освітньої системи зумовлені також недостатнім розвитком державно-приватного партнерства у цій сфері. Відзначено, що поглиблення співпраці між закладами вищої освіти та бізнесом важливе не тільки з позицій участі недержавного сектору у післявоєнному відновленні закладів вищої освіти та освітньої інфраструктури, але й у контексті модернізації змісту навчання та цифровізації освітніх послуг, відродження науки в університетах, продукування інновацій та комерціалізації науково-дослідних робіт, зменшення негативного впливу війни на соціальне становище педагогічних працівників та здобувачів вищої освіти. / The article examines the key areas of application of the public-private partnership mechanism in the higher education system in the context of overcoming the consequences of armed aggression against Ukraine. It was noted that the system of professional education in Ukraine has undergone significant changes in recent years, which are connected with modernization of the education content and changes in approaches to educational services financing. However, the problems of higher education are determined by the low competitiveness of higher education institutions on the international market of educational services, the decline of education quality and its disconnection from the labor market needs, the weak level of commercialization the scientific activity results. The problems of the educational system are due to many reasons, including insufficient development of public-private partnership in this area. The role of public-private partnership between higher education and business is especially relevant in the period of post-war reconstruction, because the educational infrastructure restoration only at the public spending expense is impossible. At the same time, it is important to use energy-efficient design criteria during the process of educational infrastructure restoration. The advantages of facility management in the higher education system for the non-core services provision are substantiated. It was noted that the strengthening of cooperation between higher education institutions and business ensures the participation of the nonstate sector in the modernization of education content and educational services digitalization (development of online courses and interactive educational materials at al.), increases the practical character of students training and contributes to their acquisition of soft skills. A promising direction of PPP in the higher education system is to promote the activation of scientific research in universities, because in Ukraine the level of scientific researches has significantly decreased because due to a long-term funding deficit, the outflow of qualified personnel from the higher education system and scientific institutions. Cooperation between higher education and business in the production of innovations and scientific researches commercialization will be mutually beneficial for the partnership participants, and will also provide an opportunity to reduce the negative war impact on the social situation of teaching staff and students.
