Активізація регіональних детермінант розвитку текстильної промисловості

Abstract

У роботі узагальнено наукові підходи до функціонування та управління текстильною промисловістю, обґрунтовано детермінанти її розвитку та місце в регіональній економіці. Проаналізовано потенціал текстильної промисловості в розрізі регіональних ринків та виокремлено стримуючі та стимулюючі чинники на різних рівнях функціонування економічної системи. Розроблено концептуальну модель управління текстильною галуззю на регіональному рівні відповідно до потреб та викликів четвертої промислової революції, забезпечення збалансованого розвитку галузі з орієнтацією на екологічний вектор та нановиробництво. Розроблено дорожню карту модернізації текстильної промисловості на мезорівні, за основу якої взято концепцію активізації конкурентного потенціалу галузі за ціною, якістю, логістичною мобільністю, асортиментом, організаційними формами ведення бізнесу на внутрішньому, регіональному та міжнародному ринках. Запропоновано підходи до підвищення конкурентоспроможності текстильної галузі регіону з використанням кластерного підходу. Розвинуто організаційно-методичні підходи до стратегічного аналізу та моделювання розвитку текстильної промисловості регіону. The scientific approaches to the functioning and management of the textile industry, which are advisable to put into the development of the textile industry and strengthen its position in the competitive development of the regions, are summarized in the scientific paper. Among them the following approaches should be admitted : the cluster theory, the expenses theory, the theory of growth poles, the spatial interaction of the market potentials, innovative, competitive, sustainable development. 19 The determinants of the textile industry development and their place in the regional economy are substantiated. The main determi nants of the textile industrydevelopment, which can enhance or weaken the interaction of each other should be the following: the historical, institutional, reproductive, spatial, value, resource, technological, managerial with the allocation of the subsystems of intraorganizational management and industrial marketing, functional, social, cultural, economic, external economic, innovative, investment, environmental ones. The textile industry of the regions in the context of the resource, technological, investment, foreign economic determinants is analyzed and the conditions for its development and reforming are determined. The conceptual model of the textile industry management, which should unite the system of organizational and legal, economic, technical and technological measures, to meet the needs of the fourth industrial revolution, to ensure a balanced development of the industry with an orientation to the ecological vector and nano manufacturing industry, is substantiated. A roadmap for the textile industry modernization at the meso-level has been developed, on the basis of which the concept of activization of the competitive potential of the industry in terms of price, quality, logistic mobility, range, organizational forms of doing business at the domestic, regional and international markets is offered. To improve the product quality and demand for it, the introduction of a mandatory environmental audit for the textile producers in the regions has been proven. The main issues in the implementation and further review of the environmental criteria are the following: the sustainable management of the natural resources; restrictions on the use of the hazardous chemicals; reduction of the environmental impacts during the production process; reduction of production and consumption waste.To intensify the investment-innovation determinants of development, we offer to use the cluster approach in the organization and business doing in the textile industry at the regional level, which is explained by its complex form and the effective combination of the industrial, regional policy, policy of the small businesssupport, policy of foreign and internal investments attraction, likewise innovation, scientific and technological, personnel, education policies, etc. As of today, the regional textile clusters can become the modern and promising directions of synergy for the businesses of this area. With regard to the Western region, it is justified that Ternopil OJSC “Teksterno” should become the main participant of the textile cluster.To activate the cultural determinants of the textile industry in the region, likewise the development of the folk textile industries (embroidery, etc) as a form of the domestic entrepreneurship, it is offered to create the centers of folk crafts, creative clusters within frames of the textile industry of the region and the development of the cultural tourism, which are appropriate to be used in the implementation of the innovative requests within the framework of the strategic initiatives realization for the united territorial communities development.
