Управління економічним і соціальним розвитком громади на засадах синергізму

Abstract

У дисертації встановлено, що громада є системою, оскільки вона має всі її риси. З‘ясовано, що поряд із загальними властивостями кожна громада має характерні лише для неї ознаки, які визначаються такими факторами: адміністративним і поселенським статусами, економіко-географічним положенням, чисельністю та статево-віковим складом населення, площею території, структурою економіки, історико-культурними характеристиками, спеціалізацією, національним і релігійним складом населення. Визначено, що громада як полісистема є територіально-просторовою, економічною, соціальною, політичною та екологічною системою. Доведено, що розвиток громади здійснюється в двох взаємозалежних сферах діяльності: суспільній і господарській. Це зумовлює виокремлення соціального та економічного її розвитку. Соціальний розвиток громади – це процес зростання рівня життя місцевих жителів за дотримання загальнодержавних соціальних стандартів і нормативів. Економічний розвиток громади визначено в дисертації як механізм змін, збільшення й удосконалення кількісних та якісних характеристик економічної системи громади за перерозподілу й залучення виробничих, трудових, природних, інвестиційних ресурсів на основі активізації бізнес-середовища та всебічного комбінування різних типів власності для забезпечення потреб громадян – членів громади. There has been established that a community is a system, because it possesses all qualities of a system. It has been determined that along with general properties, each community has its own peculiar characteristics, which are determined by the following factors: administrative and settlement statuses, economic and geographical position, size, age and sex composition of the population, area, structure of the economy, historical and cultural characteristics, specialization, national and religious composition of the population. It has been determined that a community as a polysystem is a territorial spatial,economic, social, political and ecological system. It has been proved that community development is carried out in two interrelated directions: social and economic. This det ermines the distinction between social and economic development. Social development of the community is a process of increasing living standards of local residents along with following national social standards and norms. In the dissertation, economic development of a community is defined as a mechanism for changing, increasing and improving the quantitative and qualitative characteristics of the community‘s economic system for redistributing and attracting industrial, labor, natural and investment resources based on the revitalization of the business environment and the comprehensive combination of different types of property to meet the needs of citizens as the members of the community.
