Оптимізація видатків бюджету на соціальний захист та соціальне забезпечення

Abstract

Дисертація присв’ячена дослідженню теоретичних, методичних та практичних аспектів видатків бюджету на соціальний захист та соціальне забезпечення населення, їх оптимізації з метою забезпечення зростання суспільного добробуту. З’ясовано, що фінансова підсистема механізму реалізації соціального захисту населення є логічно сформованою сукупністю джерел, форм та інструментів, а також напрямів його фінансування. Проаналізовано наукові підходи до визначення сутності поняття оптимізації видатків бюджету на соціальний захист та соціальне забезпечення й обґрунтовано власне його бачення. Проведено моніторинг видатків бюджету на соціальний захист населення. Оцінено ефективність бюджетного фінансування соціального захисту населення за допомогою специфічних індикаторів якості та результативності. Розроблено трьохскладовий алгоритм оптимізації цих видатків бюджету з використанням стандарту моделювання бізнес-процесів IDEF0 методу структурного моделювання SADT. Визначено стратегічні напрями вдосконалення організації та інструментарію здійснення видатків бюджету на соціальний захист та соціальне забезпечення з метою зростання добробуту громадян. Розроблено комплекс науково-практичних заходів щодо оптимізації видатків бюджету на соціальний захист і соціальне забезпечення в умовах обмеженості бюджетних ресурсів. The dissertation is devoted to the study of theoretical, methodological and practical aspects of budget expenditures on social protection and social security of the population, their optimization in order to ensure the growth of social welfare. The theoretical and organizational principles of financial provision of social protection of the population in the context of the construction of the state of social welfare are deepened. It was clarified that the financial subsystem of the mechanism of realization of social protection of the population is a logically formed set of sources, forms and instruments, as well as directions of its financing. The scientific approaches to the definition of the essence of the concept of optimization of budget expenditures on social protection and social security are analyzed and their own vision is substantiated. On the basis of generalization of scientific views, the actual interpretation of the essence of budget expenditures on social protection and social security with the use of the philosophical categories of «essence» and «phenomenon», «quality» and «quantity» is formulated, their role in social, regulatory and security aspects is revealed. The analysis of budget expenditures on social protection and social security in the context of state and local budgets, as well as budget programs on social protection of the population is carried out. The effectiveness of budget financing of social protection of the population with the help of specific indicators of quality and effectiveness is estimated. The three-component algorithm for optimization of these budget expenditures was developed using the standard modeling of business processes IDEF0 method of structural modeling SADT. The strategic directions of improvement of the organization and tools for implementing budget expenditures on social protection and social security with the purpose of increasing the welfare of citizens are determined. A set of scientific and practical measures for optimizing budget expenditures on social protection and social security has been developed in terms of determining categories of citizens who receive social benefits, services and a real assessment of their value, as well as identifying possible sources of funding for these expenditures by establishing partnerships with business structures on the basis of public-private partnership, the creation of favorable conditions for the development of social entrepreneurship and social responsibility.
